Police IGP.pngI am never a fan of Nigerian politician, I have never believed in the processes and operations of the Nigerian National Assembly and I am mortified at the numbers of cases against the present members of this eight Senate of the federal Republic, yet we need to face issues when our national institution of democratic governance are being ridiculed in the public domain. Most Nigerians imbued with ‘messiah worshipping zeal’ are wont to misunderstand the basics of a presidential system of government. The Senate of the Federal Republic represents the lead organ in the National Assembly of Nigeria given power by the constitution to make laws and oversees all operations of the Executive organ led by the President.

The fact that a Nigerian would denigrate the Senate of Federal Republic as “uncultured, uncivilised, undemocratic and immature” and come into the public domain with the insult merely due to an aversion to resolutions of the Senate on the Inspector General of Police, shows a lack of patriotism; a crude and uninformed reasoning always displayed by really inequitable elements that have perpetually resolved issues in public domain through an appeal to cyclical reasoning.

Obvious lack of proper understanding of the democratic principle and harried researches would have informed the contributions of several elements deliberately engineered to perpetuate ignorance on a condescending but largely unread public via a sustain attack on their intelligence with hugely fabricated missives. For the sake of prosperity there should be proper well-researched response to properly educate the obfuscated critics amongst us and inform the public on the proper use of words in public domains.

Buhari-Saraki-and-DogaraFacts remain that Senator Dino Melaye’s travail could have been self-imposed, avoidable and clearly challenge the process of law enforcement operation in Nigeria. That Dino intentionally refused Police invitations in Kogi State would have been construed as an affront to the legal processes and local laws. Yet a clear circumstantial observation of the reason for his refusal to attend to the Kogi State Command’s requests were striking. Dino maintained he cannot and will never have fair hearing in Kogi State, stating the case of his on-going row with the state government as basis.

For the sake of Clarification, I invite Bala Ibrahim to please read:

The invitation by the Senate was for the IGP Idris to attend its session and clear issues dealing with National security based on continuous killings in Benue, Nassarawa, Kaduna and other states in Nigeria, the Melaye issue was adjunct.

For the avoidance of doubts, a look at Sections 88 of the 1999 Constitution says, “Subject to the provisions of this Constitution, each House of the National Assembly shall have power by resolution published in its journal or in the Official Gazette of the Government of the Federation to direct or cause to be directed investigation into – (a) any matter or thing with respect to which it has power to make laws, and (b) the conduct of affairs of any person, authority, ministry or government department charged, or intended to be charged, with the duty of or responsibility for – (i) executing or administering laws enacted by National Assembly, and (ii) disbursing or administering moneys appropriated or to be appropriated by the National Assembly.”

The powers conferred on the National Assembly under the provisions of this section are exercisable only for the purpose of enabling it to;

(a) make laws with respect to any matter within its legislative competence and correct any defects in existing laws; and (b) expose corruption, inefficiency or waste in the execution or administration of laws within its legislative competence and in the disbursement or administration of funds appropriated by it.

What amazes me in this narrative remains the assertion of invaluable excuse by Bala in his write-up for the IGP’s refusal to attend the Senate summons. Even the IGP has never in any fora denied this absolute right of the Senate to invite him to its session, but his litany of excuses shows a flagrant disdain for a democratic institution. The Police Act quoted by Mr. Bala could never and will never over rule the Constitution that empowers the Senate to act as supervisor of the public trust in the executive and all its agencies.

The office of the IGP is the central management point for coalescing all operational, intelligence and administrative operations of the Nigeria Police Force, which are gathered by separate departments. The IGP’s main duty was to manage all these resources and employ them in designing an effective operational system. DIGs are administrative heads of different department of policing operations; hence IGP Operations cannot be in possession of as much information as the IGP. Common sense would have dictated that given the fact that a formal invitation was sent to the IGP, there should have been a letter from the IGP office to the Senate leadership on his schedules and possible date for his visit.

Disparagement for any organ of democracy is the way towards anarchy. We cannot continue to condone our public officials for doing the wrong things. The president should be made to understand basic tenets of a working democracy. When the executive continually ignores National assembly resolutions on major national issues, we have drawn the line towards abrogating the rule of law in Nigeria.

The distinguished senators on individual basis could be an issue, but the national assembly is an institution we must gather round and support. The executive should learn to appreciate and support the operations of the Senate and harken to it. Our democracy needs our concerted protection and not derision.

In the heat of Police investigations into the crimes Mr. Melaye was being accused of, he was intercepted at the Airport trying to leave the country and was detained by the men of the Nigerian Immigration Service, his passport having been seized. The “distinguished” Senator snatched his passport from the Immigration officers and ran out of the custody of the Immigration Service to the residence of the Senate President who harbored him for some time before he sneaked to his house.

The Senate of the Federal Republic of Nigeria, on Wednesday the 9th of May, 2018, said it made a resolution declaring the Inspector General of Police (IGP) “Enemy of Democracy”. The Senate said by this resolution, the IGP has been rendered unfit to hold any public office henceforth in Nigeria or elsewhere. Obviously, the Senate was irked by the inability of the IGP to appear personally before it in response to its invitation to him in relation to the arrest, escape from custody, hospitalization, and arraignment of one of its own, Senator Dino Melaye.

Mr. Melaye was invited by the Nigeria Police in connection with a criminal offense, and he refused to honor the invitation. A letter was written by the Police to the President of the Senate, Bokola Saraka to intervene and convince Mr. Melaye to respond to the invitation. Still, Mr. Melaye refused to respond.In the heat of Police investigations into the crimes Mr. Melaye was being accused of, he was intercepted at the Airport trying to leave the country and was detained by the men of the Nigerian Immigration Service, his passport having been seized.

The “distinguished” Senator snatched his passport from the Immigration officers and ran out of the custody of the Immigration Service to the residence of the Senate President who harbored him for some time before he sneaked to his house.Mr. Melaye was later arrested at his home and was being taken to court in Lokoja when the convoy was waylaid by hoodlums who distracted the Police and paved way for him to jump out and escape from Police custody.

He was later Re-arrested the same way the hoodlums who masterminded his escape were arrested. They turned out to be his brother and cousin. Both are already facing prosecution at the appropriate courts.He was taken to the National Hospital where he stayed for days before doctors officially certified him fit to be discharged. In fact, doctors’ report has it that there was virtually no health issue that could hinder any of his activities. But the Senator deliberately refused to leave the hospital, causing the Police to take him to the court on a stretcher. The Police were convinced that he was only playing tricks, having observed him to be entertaining his visitors with songs and delirious dance steps.

It was over this matter that the Senate wanted the IGP to appear before it. At a time when the country is being faced with so much security issues that require the rapt attention of the Police chief, he decided to send a representative, a Deputy Inspector General of Police in charge of Operation. The Senate was not impressed; they wanted the man who at that time was in Kaduna state, where over 60 Nigerians lost their lives to gunmen attacks.Why the Senate would not want a representative of the IGP beats the imagination. These are people who are in the red chambers as representatives of about 180 million Nigerians. One would have expected that the principle of representation is already part of their system.

It is also clear, by virtue of the provisions of the Police Act, that a Deputy Inspector General of Police and an Assistant Inspector General of Police are technically IGPs. Since the letter to the IGP was not addressed Ibrahim Idris as an individual, but to the office of the IGP, any of the designated IGPs can as well do. In fact, the DIG in charge of operations is surely the most appropriate to provide all relevant information regarding the Melaye saga. Now, by declaring the IGP “Enemy of Democracy” and unfit to hold public office henceforth, the Senate is only treading a familiar rough ground.

It did same in a matter involving it and the incumbent governor of Kaduna state. The Nigerian courts, in 2004 declared such a resolution null and void. Today, the same El-Rufai that the Senate said is unfit to hold public office is a sitting governor, validly elected by the people of Kaduna state.This 8th Senate, which has the highest number of docked members so far in the history of the Nigerian Senate, including its president Bukola Saraki, has a worrisome penchant for unruly behavior and disregard for law and order. Otherwise, how does one explain away the refusal of a Senator to honor invitation over an alleged crime?

More dramatic was the commissioning of hoodlums to obstruct the process of justice. And most unexpected was the attempt to escape from lawful custody, itself a criminal act. From the same Senate came a senator, who stormed the plenary, wreak havoc, and abduct the Mace. This says a lot about the level of seriousness, sanity and lawful conduct of our Senate members. How does a Senate that perpetrates thuggery and refused to pass the budget, six months after it was presented to them, expect to be taken seriously by serious people?It is important that our Senators do everything within their capacity to uphold the sanctity of the Senate of the Federal Republic by abstaining from uncultured, uncivilized, undemocratic and immature behavior. When they do that, they will command the respect of all.

Melaye Arraigned, Released on Bail by Court, Rearrested by Police

Many erupted in laughter at a high court in Abuja on Thursday when Dino Melaye, senator representing Kogi west, displayed a bottle of coke, tissue paper, toothbrush and toothpaste to journalists after he was arraigned.

The federal government arraigned Melaye on a two-count charge.

The senator was accused of deliberately giving false information to the police to frame Edward David, chief of staff of Yahaya Bello, governor of Kogi state, for an attempted murder on his life.

Melaye was also accused of making a false statement of facts in a phone conversation with Mohammed Abubakar, son of the late Abubakar Audu, former governor of Kogi, with the intention of harming the reputation of Bello’s chief of staff.

Melaye was granted bail in the sum of N100,000 by Olasumbo Goodluck, the judge handling the matter.

But speaking with journalists after the bail, Melaye said he came prepared in case he was not granted bail.

“I came prepared… just in case the judge didn’t grant me bail, I am ready to go to prison,” Melaye said.

His trial will commence on May 16.

In a comical twist, Melaye got his dream fulfilled as the Police later arrested him and put him in custody immediately he left the court halls.

The police say they arrested Dino Melaye, after he was granted bail in court as a result of pending charges against him. Melaye was arrested on Wednesday after he was granted bail in a magistrate court in Abuja where he was charged with attempted suicide, and criminal conspiracy.

SARS stops Senate delegation from seeing Dino Melaye at National Hospital

Operatives of Special Anti Robbery Squad have stopped the delegation of the Senate from seeing Senator Dino Melaye who is receiving medical attention at the National Trauma Centre unit of the National Hospital, Abuja.

DAILY POST which followed the Senate delegation learnt that Senator representing Kogi West Senatorial district was in a state of coma as at Wednesday morning.

Senators on the delegation are the deputy Senate leader, Bala Ibn’Nallah, Francis Alimekhena, Emmanuel Bwacha.

The National Trauma Unit of the hospital was heavily guarded by stern looking operatives of SARS.

The leader of SARS was identified as O. F. Onche who insisted that Senators cannot seeDino Melaye which according to him, was an order from above.

“Senator Bala Na’Allah: We are Senators and we are here to see Senator Dino.”

“SARS leader: I know you. You cannot see him now. It is an instruction.”

“Bala Na’Allah: Instructions from above?”

SARS leader: I said it is an instruction, may be you can see the medical director..”

The delegation left without seeing Dino.

Meanwhile, on their way back to the National Assembly, another senator intervened and they were called back.

Senate president, Bukola Saraki, has confirmed that Senator Dino Melaye has been in intensive unit awitout food for over 24 hours. Saraki said this shortly after vising the Kogi senator at the National Hospital on Wednesday, April 25 in Abuja.

The Senate President, Bukola  Saraki  and some senator were allowed to visit Melaye and  at the trauma centre and the meeting lasted for about one hour. Saraki said: “After the sitting at the Senate today, we resolved to come here because over 24 hours we have not heard or know about the state of senator Dino. “We’ve just seen him and he is in intensive care. He’s stable for now. We know he hasn’t eaten for the last 24 hours, we are trying to resolve that, he’s on fluids and he’s being seen by cardiologists, by all specialists.

“As you know he has other (health) issues, he’s asthmatic. We are a bit concerned but for now we thank God he’s stable. We want to thank the management of the National Hospital, the professional and medical staff for what they’ve been able to do. “As for now, he’s stable, he’s being monitored. We’ll continue to pray for him that he continues to recover.”

Reports from the local media has it that, the Nigeria Police have handcuffed Senator Dino Melaye to a hospital bed at the National Hospital, Abuja.

To forestall the senators escape, visitors were also not allowed to see at all. You will recall that  he was forcefully evacuated by the police from a private medical facility, Zankli Hospital and taken to the National Hospital, where he was admitted at the Trauma Centre on Tuesday night.

It was gathered that some senators who visited him on Wednesday (today) were barred by the police from entering the ward where Melaye was being cared for.

Melaye had escaped from police custody on Tuesday while being taken to Lokoja, Kogi State, and was conveyed in an ambulance to Zanklin Hospital, Mabushi, Abuja, after sustaining some injuries from his scuffle with his police escorts.

But the police on Tuesday evening stormed the private hospital and evacuated him to the National Hospital, against his doctors’ advice.

The lawmaker was taken in a police ambulance marked NPF 221 D around 10pm.

Two doctors from the hospital were also reportedly taken away by the police.

The National Hospital spokesman, Dr. Tayo Haastrup, confirmed to the media this evening that Senator Dino Melaye was admitted to the hospital on Tuesday night.

Senator Dino Melaye the embattled senator representing Kogi West Senatorial District under the ruling All Progressives Congress, APC, is expected to be paraded later this evening among other hardened criminals who implicated him in the crime that necessitated his arrest.

SW learnt that the senator who was taken into SARS detention facility, located opposite the old Central Bank of Nigeria, CBN junction along the Area 1 expressway, Abuja, was moved out around 12 noon Yesterday in police vehicle heavily manned by SARS operatives. The detention facility where hardened criminals arrested for theft, murder, cultism and other criminal acts are being kept.

Media sources claimed that the parade of Melaye and other criminal suspects among them the re-arrested suspects who had escaped from prison cell, is to be conducted by the Deputy Force Public Relations Officer, Aremu Adediran, a Deputy Superintendent of Police, DSP. He is to carry out the parade assignment on behalf of his immediate boss, Jimoh Moshood, an Assistant Commissioner of Police, ACP, who is currently in China on a course.

Our source said before being moved out into the waiting vehicle for onward journey to his home state, Melaye was handcuffed to avoid possible escape from the security operatives. Attempts for inquiry from the Force Headquarters’ deputy image maker were not successful as he refused to pick calls made to his known telephone lines. Recall that the men of the Nigeria Police Force reportedly forcefully carried out the arrest of Melaye without arrest warrant or court order in the early hours of Tuesday. Initial attempts were made by the police to arrest the senator after immigration officials disembarked him from a flight to Morocco on Monday morning. Following his release after three hours detention at the immigration office at the airport, the lawmaker’s house was besieged by over 80 armed police men from Monday noon until the early hours of Tuesday.

Dino Melaye: Ozekhome reveals what Buhari is trying to do

Mike Ozekhome, the lawyer to embattled Senator Dino Melaye, has claimed that President Muhammadu Buhari administration is trying to crush his opponents ahead of the 2019 elections, adopting strategies reminiscent of Adolph Hitler’s Nazi regime.

Speaking to Channels Television on Tuesday, Ozekhome claimed Melaye was abducted by the police with the aim of forcefully arraigning him at a Federal High Court in Lokoja, the Kogi State capital.

“It is a sad reminder of Hitler’s Gestapo strategies of attempting to annihilate all opponents.

“Nigerians have to wake up to the realities of the perilous times that we are now going through and more perilous times in the days, the weeks, the months ahead because of 2019 elections,” Ozekhome said.

Hours after Senator Melaye’s arrest on Tuesday morning by the police, he jumped from a moving police vehicle, injuring himself in the process.

He was subsequently taken to a hospital in Abuja .

Earlier in the morning, Senator Dino Melaye as a law-abiding citizen voluntarily submitted himself to the operatives of the Special Anti-Robbery Squad (SARS) who had laid siege to his private residence since around 3.35pm of Monday, April 23, 2018.

He, along with his lawyers and personal aides, was driven in his private car to the SARS office in Guzape district of Abuja, sandwiched among the numerous police vehicles earleir deployed to his house.

For the avoidance of doubt, he had never evaded police invitation before now because there was none extended to him in the first place. Rather, what the Police FPRO, Mr. Jimoh Moshood, had been doing was to summon the Senator through media briefings, a practice which is unconventional.

But given the media hype the whole saga had generated expecially his unwarranted travails in the hands of Immigration officials at the Nnamdi Azikiwe International Aiport in Abuja on Monday, April 23 and the attendant but dramatic police siege to his private residence thereafter, where family members and political associates were subjected to traumatic experience for hours, it became necessary for Senator Dino Melaye to end the drama, hence his choice of appearing before the police today.

Later on, they moved to take him to Lokoja in Kogi State. The public will vividly recall that this same case involving Senator Dino Melaye had already been transferred to Abuja by the Chief Justice of the Federal High Court after Senator Melaye expressed worry about his safety in Lokoja. Now, the question is: why will they want to forcefully take him to Lokoja? The Senator believes they are doing the Kogi Governor’s bidding in order to assassinate him.

Contrary to online reports about jumping out of a moving police vehicle, nothing could be farther from the truth as such insinuation is practically impossible for a man saddled between gun-wielding policemen. Today’s incident was a last resort by Senator Dino Melaye in order to foil attempt to kidnap him and kill him by agents of Kogi State governor in connivance with the Police.

JUST IN: SARS Operatives Arrest, Detain Dino Melaye

Senator Dino Melaye, who doubles as the chairman, senate committee on the Federal Capital territory, FCT, representing Kogi West was on Tuesday morning, arrested by operatives of the Special Anti Robbery Squad, SARS.

dibbeMelaye was this morning, taken to the SARS detention facility located just opposite the old Central Bank of Nigeria, CBN junction along the Area 1 expressway. The SARS detention facility is reputed for imprisoning hardened criminals arrested for theft, murder, cultism and other criminal acts.

It was gathered that the Nigeria Police Force forcefully carried out the arrest of Melaye without arrest warrant or court order. In a telephone conversation this morning, Senator Melaye however sounded rattled, as background conversation suggested a struggle between himself and some of the operatives after which his mobile lines were switched off.
Recall that initial attempts were made by the police to arrest Senator Melaye after immigration officials disembarked him from a flight to Morocco on Monday morning.
Following his release after three hours detention at the immigration office at the airport, the lawmaker’s house was besieged by over 80 armed police men from noon yesterday until the early hours of Tuesday.
